Evan was the first attorney in the state of New Jersey to be qualified as an instructor in field sobriety testing by the National Highway Traffic Safety Administration (NHTSA), as well as by the International Association of the Chiefs of Police. Evan regularly lectures to lawyers, judges, and police personnel on field sobriety testing and breath, blood, and urine testing. He represented the lead defendant in the landmark Alcotest case, State v. Chun, before the Supreme Court, which changed State and national protocols for DWI defense.
